Zone C parking bay suspension on Quay Street runs 8–10 September 2026 for water-main works. Permit holders may use Zone A bays on those dates without a visitor voucher.

Renewal

Resident parking permits renew annually on the first of April. Renewal notices are sent by post six weeks in advance and by email if you have opted in. A permit that lapses is not held; you rejoin the waitlist for that zone.

Pay by direct debit, card, or a debit from a closed council-tax account that is in credit. We do not take cash at the counter for permit renewals.

Visitor permits

Each household may buy two visitor books per year except in Zone G, where visitor parking is not sold. A book covers twenty calendar days and may be split across visits. Scratch the date before the vehicle is left; an unmarked voucher is treated as no permit.

Tradespeople working at a property for more than four hours may use a daily waiver instead. Waivers are issued to the householder, not the company, and must name the vehicle.

Blue Badge bays

Blue Badge holders may park in a resident bay in any zone for up to three hours, except in Zone G where the limit is one hour. Clock display is required. Hospital Zone H has eight dedicated bays that are not time-limited for badge holders.

Permit services

Change a vehicle

Move an active permit to a replacement vehicle within 14 days. Keep the old registration until the change is confirmed.

Trade waiver

For contractors at a home for more than four hours. The resident applies and names the vehicle.

Enforcement and appeals

A parking charge notice is discounted by 50 percent when paid within 14 days. An informal challenge pauses the discount clock until a decision is sent. A formal representation is available after a Notice to Owner.

Permit questions

Can I use a permit while moving house?

Use the permit only in its original zone until your change of address is approved. Visitor vouchers may cover a short overlap.

What proof of residence is accepted?

A tenancy agreement, council-tax bill, utility bill, or completion statement dated within three months is accepted.

Can a carer use a visitor permit?

Yes, if the carer is visiting your home. Frequent visits may be better served by a carer waiver.
